1. The C＆C Shanghai Plastic ＆ Metal Co. Is intending to construct a new plant in the Baoshan and as part of this project they are intending to let a contract for civil works ， M＆E works and finishing works.

2. Shanghai Wanlian Architecture Design as Project Design of the C＆C Shanghai Plastic
＆ Metal Co. have been entrusted by C＆C Shanghai Plastic ＆ Metal Co. to invite sealed bids for contractor the necessary labor ,materials , equipment and services for the construction of the works.

投标人可以在2005 年 11 月 12 日，由下述办公室获得招标文件及进一步资料； 4. A complete set of bid documents may be purchased by a bidder for a non-refundable fee of RMB3000 per set.
投标商可购买整套招标文件，每套人民币 3000 元，费用不退。
5. Representatives of bidders should provide a letter of authorization from their company and a copy of their company’s business license at the time of purchasing the bid documents.
购买招标文件时，投标商代表需提供单位营业执照副本及法人委托书等相关资料。 6. Bids are to be submitted by not later than 7:00P.M on NOV 18th 2005. 所有招标文件须在2005 年 11 月 18 日下午7 时以前提交。
7. All submitted bids must be accompanied by a refundable Bid Security equal to RMB50,000 in cash.
所有投标文件在提交同时支付人民币现金五万元的投标保证金，该笔保证金在定标后退 还投标人。
8. The invited bid basing on Preliminary Design and using “Quote 93”, fixed unit price (including all fees ). It will not adjusted in future . The final price comes from the quoted unit price and final quantity of approved construction design. 此项目邀请招标为以初步设计文件为依据，采用“93 定额”，海外报价形式，即单价为 综合单价（包括了各项费率）。共单价为闭口单价，不做任何调整。等正式施工图完成
以此单价进行量的调整，形成最终合价。
投标书格式

1. Having visited the Site and having examined the Instructions to Bidders, the Drawings, Conditions of Contract, Specification and Schedule of Prices, for the construction of the above mentioned Works (and the matters set out in the Appendix hereto), we after
to construct the whole of the said Works in conformity with the said Drawings, Conditions of Contract, Specification and Schedule of Prices for the sum of Renminbi Yuan (RMB )or such other sum as may be ascertained in accordance with the said Bid Documents.
经考察现场和研究上述工程的投标须知、图纸、技术规范和价格一览表（以及附件中所 罗列事宜）后，我方愿意以人民币（大写）元（RMB ）的总价或按上述 合同条件确定的一个总价，按照上述图纸、合同条件、技术规范和价格一览表的要求承 包上述工程的施工。
2. We undertake if our Bid is accepted to commence the Works by the date stated in the Notice to Proceed and to complete and deliver the whole of the Works comprised in the Contract within the time stated in the Appendix hereto calculated from the aforesaid date.
一旦我方中标，我方保证按开工通知规定的日期开工，并以上述规定日期算起按附录中 规定的时间完成并移交合同中约定的整个工程。

3. We agree to abide by this bid to 26 NOV, 2005, and it shall remain binding upon us and may be accepted at any time before the expiration of that period.
我方同意本标书的约束期至2005 年 11 月26 日，并在该阶段结束前受本标书约定，在有 效期结束前的任何时间内接受授标。
4. Unless and until a formal Agreement is prepared and execute this bid, together with your written acceptance thereof, shall constitute a binding Contract between us.
除非另有正式协议成文并行使本投标书的作用，你方的中标通知和本投标书将构成约束 我们双方的合同。
5. We submit with this bid a security in the amount of RMB50,000 which shall be forfeited should we withdraw our bid within the above-mentioned period of 30 calendar days, or should we not enter into a formal contract within 15 days of the said written acceptance. 我方交纳投标保证金人民币伍万元，如我方在上述所提及的三十个日历日内退出投标后 在接到中标通知后的 15 天内不签定正式合同，则可被没收该保证金。
6. We understand that you are not bound to accept the lowest or any bid you may receive, and that you will not defray any expenses incurred by us in bidding.
我方理解：你方不必授标给最低报价的投标后收到的某一投标，也不必支付我方在投标 中所发生的费用。
