针对本项目，具体编制指导思想及编制原则如下：

(1)以生产可靠为前提，采用经实践证明是成熟、可靠的生产工艺和装备。

(2)在生产可靠的前提下，力争技术先进，要尽可能采用先进的工艺装备和技术方案。

(3)通过优化设计降低工程建设投资，提高经济效益。

(4)认真调查研究项目原材料、燃料供应，气象气候条件和工程地质条件，避免不利因素对工程建设和生产运行造成的影响。

(5)贯彻执行国家和地区对环保、劳动安全、工业卫生、计量及消防方面的有关规定和标准。

(6)设备来源立足于国内成熟、可靠、先进的技术和装备。原则上采用国产设备，或引进技术国内制造的设备。

(7)统筹考虑生产及生产辅助设施之间的相互关系。尽量合理利用生产设施。

(8)达到高产低耗、稳定生产、科学管理、提高效益的目标。 (9)要重点考虑治理污染、保护环境问题。 (10)采用先进、可靠的技术，节约能源。 1.5可行性报告研究范围

本项目的项目建议书编制范围包括场址选择、建设条件、环境保

护、节约能源、劳动安全、投资估算、经济分析的编制工作。

(1)通过市场分析预测，确定建设项目的生产规模及产品方案。 (2)通过建设条件分析，确定生产工艺及主要设备选型。 (3)根据产品生产工艺要求，计算物料平衡，并本着高效精简的原则，拟定企业组织，设置劳动定员，以满足生产经营的需要。

(4)制定原材料供应、供水、供电方式及总图运输方案。 (5)生产环境影响与劳动安全、消防措施及实验室等辅助生产设施的基本方案的确定。

(6)估算项目总投资，提出项目实施进度，测算项目的投资效益，分析项目的抗风险能力等。对项目的社会效益、环保效益和经济效益进行分析及合理论证，提出实事求是的可行性研究结论和建设性意见。

1.6研究结论

(1)山东巨鹏矿产资源再生有限公司年开采、加工花岗岩15万立方米建筑材料建设项目，厂址、交通运输、水、电的供应，建设资金等基本落实，具备了生产建设条件，并可以充分发挥和利用当地的资源，以相对较小的投入得到尽可能大的产出，提高经济效益；也符合东平县梯门乡经济发展的需要。

(2)本项目的实施，符合国家建材工业“控制总量，调整结构”的产业政策，符合国家产业政策，项目实施后对汶上县的建筑材料结构调整有很大的促进作用。

(3)本项目将采用可靠、先进、经济，合理的方案，不但能确保项目投产后的高效运行，实现理想的节能效果，而且要在环境保护方面更上一层楼。

(4)本工程项目投产后经济效益是十分突出的，各项生产技术经济指标也优于行业基准指标。

(5)该新建项目一期总投资计划为7500万元，项目投产后年可加工花岗岩石材15万立方米，项目建成投产后可实现年产品销售收入17050.00万元，税金840.00万元，年利润总额4387.00万元，税后利润总额3547.00万元，年折旧额为298.88万元，净利润3248.12万元。

预测该项目投资回收期(均含建设期)为税前1.7年，税后2.1年，净利润2.3年。

综上所述，山东巨鹏矿产资源再生有限公司年产15万立方米花岗岩石材建筑材料建设项目的实施具有明显的社会效益和经济效益，符合国家的产业政策，建议上级主管部门尽早批准该项目，早日促成该工程的实施，增强东平县的整体经济实力，为国家的经济建设做出贡献。

本新建项目是一个很好的节能、节地、资源综合利用的建设项目，

产品性能优越，市场前景广阔。

本项目经济效益好，是企业发展的需要。

建议上级主管部门及行业管理部门给予政策支持及资金扶持，以进一步推进东平县及梯门乡石材加工业的革新、振兴、整合和资源综合利用推广工作。

第二章项目背景、必要性和意义

2.1项目提出背景

2008年我国进口石材1050万吨，其中花岗岩进口750万吨。近年来，由于巴西、南非等主要产地大力开采、矿主之间激烈竞争，进口花岗岩板材货源充足，价格一直呈下降态势，同时带动国内花岗岩市场价格的持续下滑。但从2008年下半年开始，国际花岗岩市场出现了非常大的变化：美元汇率下跌，欧元及巴西等国当地货币币值上升，由于人民币汇率与美元挂钩，造成国内进口商的成本每平方米上升约5%；磨刀磨具、钢砂等石材加工工具辅料，由于钢材等原材料价格上涨影响，价格上涨近30%，也导致石材加工成本相应增加。此外，石材的运费涨幅惊人，增幅已高达100%。另一方面，号称中国石材业“四大天王”的东成、康利、高时、环球等大型进口花岗岩经营企业，2008年年底库存为250万吨左右，平均每月消耗12万吨。由于有这部分库存的支撑，2009年下半年，国内进口花岗岩的市场价格基本维持在原来水平，平均价格为340元／平方米。但到今年2月份，上海进口花岗岩的到岸价加上必要的加工运输成本，折合成板材的价格已达385元／平方米，出现成本与价格倒挂的现象，而且运到我国的货源以及国内市场的库存日益减少,价格上涨几乎已成必然。同时,据《经济信息时报》分析认为,石材市场前景将看好将持续一直到本世

纪30年代。

梯门乡位于东平县西北部，距县城15公里。东与大羊乡接壤，南和东平镇毗邻，西靠东平湖，北与平阴交界；总面积86.1平方公里，耕地面积6.8万亩，山地平原二分天下；辖13个行政村，总人口3.8万人。境内小西山石材资源丰富，现初步探明大理石（花岗岩石）储量约1亿立方米以上，被市场认定名称“黄金海岸”。饰面花岗岩石材是当今建筑行业装饰用量最广，也较流行的中高档装饰材料。白石花岗岩矿属中档次石材，可生产标准薄板及加工生产光板、火烧板、异形板、文化石等系列产品用于室内装饰。也较适合于广场、大厅等建筑装饰。经对北京、上海等地市场调查,该花岗岩石材金沙黄光板市场价格在65-150元／㎡之间，且市场销售看好。

本工程的建设，在一定程度上缓解了山东省乃至全国优质建筑石材供应的紧张局面。

在落实了各项建设条件基础上，编制完成了本工程的项目建议书，报上级主管部门审批。

2.2项目投资必要性和意义

2.2.1项目符合国家产业政策和控制总量、调整结构的要求作为建筑材料工业的花岗岩加工工业的快速发展，为花岗岩采矿业的快速发展创造了条件。为了从根本上解决我国建材工业这种不合理的产业结构，总体上提高建材行业的技术装备水平，从而实现我国建材行业的“由大变强，靠新出强”，国家有关部门制定了一系列调

整建筑材料工业产业结构，对现有小型开采加工厂实施关停的政策。我国是建筑材料生产与消费大国，近年来，建筑材料工业的发展进入了高速增长期，经济规模不断扩大，一大批大型企业集团迅速崛起，压缩了落后立窑的生存空间，使建筑材料生产向着大型化、集约化的方向迈进。据统计，到2010年底我国已有3820条建筑材料生产线，建筑材料产量接近1.8亿立方米。到“十一五”期末，还将有200条建筑材料生产线投产使用，建筑材料生产能力届时将占到我国总产量的40％以上。

目前山东省花岗岩建筑材料生产线年生产能力为2270万立方米，但产品和产业结构很不合理。为了做好山东省花岗岩建筑材料工业产业结构调整工作，有关部门制定了一系列对现有的小厂进行治理整顿的工作实施方案，取得了明显的成效，确保了在总量控制下的结构调整，为项目的实施创造了条件。

2.2.2当地经济发展的需要

在市场竞争日益激烈的今天，为了满足社会对优质花岗岩建筑材料产品的需求，必需根据当地资源特点，依靠技术进步，形成规模经济效益，使资源优势转化为经济优势，因而原料花岗岩的开采基地建设便应运而生。

本项目建设年开采、加工15万立方米花岗岩，不仅有着十分广阔的市场前景，而且有着良好的建设条件，东平县石材生产的主要原料花岗岩资源丰富且品质优良，从而为当地经济发展创造良好条件，

本项目具有明显的经济效益和社会效益。

2.2.3国家总体经济发展需要

改革开放以来，我国的国民经济总体水平发生了重大变化，经济实力得到空前加强，人民生活得到显著提高。但需要指出的是我国经济发展水平十分不平衡，我国国土面积一半以上地区的经济发展水平相对沿海地区还有比较大的差距，有不少地区甚至还没有解决温饱问题。如何切实解决广大落后地区的经济发展水平，从而实现我国国民经济发展的战略目标－在本世纪二十年代使我国进入全民小康社会，是我们党和国家一定要实现的一个宏伟战略目标。

为此，在沿海地区基本实现现代化，为全国国民经济的持续发展创造了必要的物质条件的基础上，党中央适时做出了我国经济发展的战略重点向广大的中西部地区及东部落后地区转移，并制定了一系列切实可行鼓励投资和发展的优惠政策，从而为中西部落后地区的经济腾飞奠定了条件。

3.1市场预测

本项目为东平县梯门乡马庄村小西山花岗岩矿开采、加工项目，其主要内容为在马庄村小西山开发矿区建设一座年产15万立方米花岗岩石材矿。

在分析周边地区花岗岩石材原料市场供求关系和比较合理的销售半径后，并结合山东省及东平县政府调整矿山开采的安排，本项目产品的市场目标是山东省以及全国部分地区市场，还可考虑向其他的生产企业销售。另外，在国外市场打造自己的市场。

展望2010年花岗岩石材开采业的发展，从全国主要花岗岩石材市场来看，花岗岩石材产量、销量和价格都将趋于上升，全国花岗岩石材业在激烈的竞争中将步入稳定发展时期。花岗岩石材市场总需求量将稳步增长，预计全年需求量在8亿立方米左右，需求增长在4.7％左右。第一，国家加大固定资产投资规模的影响。第二，房地产开发增长明显加快。第三，今年开工建设一批重大工程项目。

从地区需求分析，随着西部许多基础设施建设项目相继开工，预计西部地区未来对花岗岩石材的需求增长要快于东部地区，西部地区将成为花岗岩石材需求新的增长点。

目前泰安市及东平县花岗岩储量达10亿立方米以上，现有矿山企业30余家，石材加工企业235家，其中规模以上企业43家。2010年泰安市花岗岩石材总产销量为230万立方米左右。但泰安市及东平县石材开采、加工整体工艺水平较为落后，根据山东省及东平县石材业未来发展规划，将突出农畜产品加工业、建材和矿业、电力、机电加工、煤电化工业、轻纺业六大产业，抓住西部开发和全国加快城乡新农村建设等基础设施建设，许多重点项目将陆续开工，可以预见泰安市及东平县的花岗岩石材开采、加工业将处于快速增长阶段。根据经济增长速度和投资规模判断，泰安市2011年的产销量将达到约为280～295万立方米。

山东巨鹏矿产资源再生有限公司已拥有可靠成熟的生产工艺技术，并且通过国内外市场的调查和研究，该产品市场前景广阔。

综上所述，本项目可以提出的年开采、加工花岗岩石材15万立方米的目标是可行的。公司确定产品外销60%，内销40%的方案是可行的。

6.1地理位置

公司矿区、厂区选址在东平县梯门乡马庄村境内，可享受国家优惠政策。项目矿区选址梯门乡马庄村村西小西山，用地400亩；厂区新征地100亩，拟建设年开采花岗岩矿石15万立方米，年产花岗岩板材350万平方米全自动化生产线，组合液压锯车间布置在同一车间内，异型石材加工车间布置在一车间内，切边磨光车间布置在厂区东侧，职工宿舍在西侧，办公楼在厂区西南角，原料场布置在厂区东部，成品堆场布置在厂区中部。厂区内有运输主干道，满足厂内运输要求。其总体设计工艺布置顺畅、紧凑，功能区划分合理。生产产品堆放距生产车间运距短，产品出厂便捷。

(1)满足工艺流程要求，使流程顺畅、简洁；

(2)结合场地周围位置关系，合理划分功能区，进行全厂统筹规划，使全厂面貌完整、统一；

(3)保证适宜的通道宽度及必要的各种间距，力求建构筑物布置紧凑，节约占地；

(4)充分利用场地地势组织工艺流线，做好竖向设计确定设计标高，并保证场地适宜的纵坡，满足排水要求，减少方量；

(5)合理组织公司内运输流线，并于公司外运输路线合理衔接，保让物流、人流通行顺畅，互不干扰；

(6)道路布置在满足运输要求下，还应满足厂区安全、卫生、消防检修、管道敷设等的要求，创造—个通风卫生面貌良好的文明生产环境。

6.2.2总平面布置

厂区按照各建构筑物所具有的使用功能，划分成以下各功能分区为：主生产区、原材料储存区、成品推放区、辅助生产区、生活区、办公区。

根据建设场地周边情况、原材料来向、主导风向，厂区各功能规划如下：主生产区位于建设场地中东部位置，靠近东面；原材料储存区为原材料堆场、堆棚区，位于主生产区东南侧；成品堆放区为露天堆场，位于主生产区中部位置；辅助生产区与生产线既要生产联系方便，又要有一定的防护分隔距离，对外联系方便。

主生产区中工艺生产线布置形式根据建设场地周边情况、与原材料储存区的位置关系及场地形状、地形竖向设计，确定由北向南呈

“一”字型布置。

主干道的布置要满足运输、消防、检修的要求，并要构成全厂环形通畅的道路系统。道路与建构筑物间空间满足管线布置的要求。主干道路面宽9.0m局部加宽到12m，次干道路面宽7m，车间引道3m，路面形式为城效型，路面为水泥混凝土路面。

办公生活设施均建筑规划施工建设。

6.3矿区地质特征、储量、开采方案及开采工艺

详见附件《泰安市饰面花岗岩矿矿产资源开发利用方案》。 6.4竖向布置及场地排水

考虑场地地形条件，结合工艺流程，在满足总平面布置技术条件下，场地竖向设计分台断布置。

场地排雨水根据坡向采用雨水口方式，由东向西排入检查井，再有组织排向西侧公司外水渠。

6.5自然地理条件 6.5.1气候

东平县属北带湿润季风区大陆性气候，光照充足，四季分明，无霜期长，降水年季变化大，春季多南风，少雨干旱，由于气温回升快，季末高温，常出现干热风，夏季多东南风，天气炎热，降雨集中，日照时间长，湿度大，有利于作物生长；秋季光照充足，昼夜温差大，降水量30年平均628毫米，因东南风和西北风频繁互易，常出现秋旱和连阴雨；冬季多西北风，干旱少雪。

6.5.2地貌

东平县地处鲁中低山丘陵与鲁西平原交接地带，东北属古老泰山隆起的残丘低岭，西南部属古大野泽，东平湖畔，整个地势由东北缓顷西南，至高点为九裕山顶峰，海拔171.7米最低点在蜀山湖底，海拔36.5米，中部地势平坦，为黄河冲击平原，土层厚、土质好、地下水较丰富，为粮棉高产区。

6.5.3山脉

境内山丘属泰沂山系，多为东南西北走向，纯山面积31平方公里，主要九峪山、双塔山、东夷山、西夷山、神救山等。

6.5.4河流

境内属淮河流域京杭大运河水系。内河主要有二十里铺干渠、东柿子园水库、西沟流水库，因势由东北向西南注入京杭大运河。

全年平均温度16℃，绝对最高温度41℃，绝对最低温度-18℃。 6.6矿区选选址详见附件----开采方案

本项目选址符合泰安市及东平县的总体规划。

第七章公用工程和辅助设施

7.1厂区绿化

为了尽可能消除生产和物料卸车、倒运过程中产生的粉尘、烟气的污染、创造良好的卫生环境，改善职工的劳动条件，结合当地自然条件进行绿化，在厂区主干道两侧和主要作业区周围种植小灌木，以达到防尘减噪、美化环境的效果。

厂区绿化系统应全面规划，逐步完善，厂区绿化为生产区绿化、厂区前区绿化。为取得一定的绿化效果，应使绿化面积占有量达到厂区占地面积的15％。生产区绿化应选择抗粉尘的树种，绿化层次上应做到乔灌木相互结合，多植常绿树。噪音、粉尘漂浮多的建构筑物应加大绿化密度，有利于防尘、减振，同时配以绿篱、草皮、花木，使厂区四季常青，花木繁茂，形成良好的文明生产环境。

7.2厂内外运输

本项目物料运输采用公路运输方式。本项目年增运输总量为49万吨，其中，原料进厂年运输量为26万吨，成品出厂年运输量为23万吨，物料汽车运输由社会运力承担。

7.3供水

本项目矿区水源地位于矿区内，建自备井深井1眼，水源地单井出水量30m3／h。

全年用水量5200m3，公司现有年供水能力6500吨。本项目厂区

生产、生活用水拟采用自来水，由白石乡石材园区供水系统供应。现场用水条件能满足需要。

根据工程地质资料了解，本地区水文地质构造确定为第四系残坡积和冲洪积地质构造为主。局部地层有非自重失陷性黏土层，部分角砾层。水源地其地下水含水层条件较好，且地下水储量较充足，水质也较好，根据水源地现已勘察的水文地质条件和现已运行的取水设施状况，本区域可以满足生活补充用水的取水要求。

7.4排水

本工程排水量约5100m3/年，厂区排水主要来自生产中废(污)水，生活污水及其他杂项排水。厂区排水采取合流排水方式。生产排放的废(污)水及部分生活污水排至污水处理池，各类污水汇集后统一进入污水处理池进行处理后排放，排放水质须符合国家污水排放标准要求。

地面雨水采用明沟或路面排放。 7.5供汽、热项目无需供汽、热。 7.6交通运输

厂区位于山东省泰安市东平县梯门乡马庄村，交通十分便利。 7.7工程地质及地震烈度

厂区范围内无断层和明显的断裂层，地表覆盖层一般10米左右，地耐力较大，一般在200mpa以上。工程地质能满足本次工程的建筑、

结构设计要求。本地区的地震烈度为7度。

7.8电气及通讯

本设计承担的工作范围为：新建15万立方米/年花岗岩生产的电气及通讯设计。

7.9供电电源、电压及负荷

本项目用电设备装机容量矿区315KVA变压器3台套，厂区500KVA变压器2台套，年需耗电2850万度，可满足项目使用。

(1)电源

电源取自当地现有梯门乡变电站。为满足本项目用电要求，并配置相应的一、二次元件、表计、馈电回路。

当地供电部门同意本项目的新建增容要求。 (2)电压等级

根据工艺布置及电气控制要求，将生产线划分为2个电动机控制

中心。即：生产用电和生活用电。生产用电主要是切割机、输送带、磨光机等生产机械。生活用电主要是照明、炊事等。

7.10电气传动及控制

根据工艺布置及电力控制要求在全厂设置2个电动机控制中心。在各电动机中心内进行分散控制；

在中央控制室内进行集中监控和操作，根据工艺流程及设备保护的要求对每个设备组按预定的起停顺序及时间间隔连锁起动或停车，各设备的备妥、运行、故障状态显示于中央控制室的CRT上。

机旁设置按钮盒，供就地开、停车及调试、检修使用。故障时中央控制室和机旁均能紧急停车。 7.11防雷与接地

全厂一建筑物按二类防雷保护设计。

工厂高压系统为接地保护，低压系统为接零保护，总降及各电力中心均设接地装置，通过电缆桥架上的接地干线及穿线钢管将各接地装置连成全厂接地网。

7.12照明系统

车间内照明采用控制室内集中控制，控制室照明单独控制。二班或三班制生产车间均以单独回路供电，车间设照明自动切换箱，确保照明电源不中断。灯具选用节能型工厂灯结合金属卤化物灯，控制室内采用荧光灯，照明照度参照国家有关规定进行设计。

道路照明采用电缆敷设配电线路，装设高压钠灯。

第八章环境保护

8.2污染源

本项目生产过程中对环境造成污染的主要是各类粉尘、噪音和废水、废渣。

8.2.1粉尘

本工程对周围地区环境质量的影响主要是粉尘污染，在物料破

碎、输送等生产过程中，几乎每道工序都产生和排放粉尘，这其中主要有原料粉尘等。这些粉尘绝大多数是有组织排放的尘源，只有一少部分是在堆场和物料装卸过程中自由发散的无组织排放的尘源。

粉尘主要来源于各物料的输送、储存、锯解、切边、磨光等生产环节，大量物料的运进、倒运等会产生二次扬尘，对厂区环境造成污染。本项目生产使用的石料在加工过程中，无干式锯切、磨平、切边等工序，这些工序均为湿式加工工艺。湿式加工工艺采用喷水降温冷却方式，车间产生的粉经风机排放，能控制在国家标准以内。粉尘排放量约为1.2—1.5㎎/ m3，满足《大气污染物综合排放标准》(GB16297-1996)二级标准。

8.2.2噪声

内，满足《工业企业厂界环境噪声排放标准》(GB12348-2008)Ⅱ类标准要求。9.2.3 废水

8.2.3固废

主要为加工过程中生产的废石料(18 m3/a)，废石料回收外售做建筑材料，沉淀池回收的废沉淀渣(5m3/a)回收做建筑材料。厂区职工仅产生少量的生活垃圾(1t/a)，生活垃圾由白石乡环卫部门定期外运处理。符合《一般工业固体废物储存、处置场污染控制标准》。

8.2.4废水污染影响

本工程生产废水较少。生产废水除水温略有升高外还含有少量油污及飘落的粉尘，水质不发生变化，不含有毒物质。此外有少部分生活污水。

该项目每台锯、磨光机、切边机必须按规定建设三级沉淀池，锯泥废渣定点存放。废水循环利用，绝不外排。生活污水依法合理处置，用于当地村庄制作农田肥料，不排放。项目加工冷却水严禁排入水体，保证当地居民饮用水水质安全。石料存放地面未进行地面硬化处理，初期雨水的排放，造成悬浮物超标，厂区原料、成品存放区内，需设置硬化地面，初期雨水沉淀后外排。

8.3环境保护的措施 8.3.1粉尘治理措施

根据本次建设过程中的工艺布置及生产特点，采用的粉尘治理措施如下：

工艺布置上尽量减少物料的转折点，并且尽量降低物料落差，从而尽可能减少扬尘点，降低扬尘浓度，在卸料点扬尘浓度较大的地方采用密封罩。

项目建设中尽量选用密封性能好的输送设备，对敞开设备及粉尘扬尘点分别采用收尘罩，对需排放废气的设备均采用合适有效的除尘设备。

储存于堆场的成品、荒料等基本不产生粉尘污染，因此不考虑除尘设施，周边设置灌木丛，防止粉尘飞扬，经常洒水降尘。

道路防尘主要采用绿化及洒水方法。 (1)花岗岩切割的除尘

花岗岩切割选用l台气箱脉冲袋收尘器进行粉尘处理，能够满足排放浓度的要求。

(2) 花岗岩输送

选用l台气箱脉冲袋收尘器进行粉尘处理，能够满足排放浓度的要求。

8.3.2噪声防治措施

本工程主要噪声来源于磨机和爆破。这些噪声声源的声级大多在85～180dB(A)范围，本设计采用厂房屏蔽及其它方式减弱噪声向外传播。爆破时间尽量选择农民午、晚休息以外的时间进行。

根据噪音源的特点，本次建设工程中主要采用以下措施，可有效治理噪声污染。

1）尽可能选用低噪音设备。

2）对锯解设备产生的噪音，将采用建筑隔音房屋，并采用吸音材料处理，采取加装消声器、建造隔声罩的方法使其产生的噪音低于国家标准要求。昼间70 dB(A)，同时上述工段实行两班工作制，以消除夜间扰民。

3）新建厂区加强绿化，能有效降低噪音对环境污染。 8.3.3废水处理

本次建设工程中生产废水主要是石粉、石砂、石磨光切边清洗冲洗过程中产生的少量废水，水质不含有害成分，只含有少量粉尘，大部分冲洗水循环使用，少量水可直接排放，不污染环境。生活用水排放，处理后排放。

8.3.4绿化

良好的工作环境有利于职工的身心健康。结合本项目的实施，尽可能利用厂区零星散地种植树木和花草，美化净化环境，减少粉尘污染，降低噪音，实现文明生产。

8.4建设对环境影响分析

本项目生产过程中产生的粉尘、噪音、废水、废渣等污染，经过综合治理，均得到有效防治，其对环境污染程度符合国家标准要求。

8.5环境管理

本项目设有环保设施维修工段及环保监测，并配备必要的维修设备和各类维修工人。

环保设备管理及维修机构应负责对职工进行经常性的环保教育，制定除尘系统的检修计划并实施，及时对除尘设备进行维护、修理、改造，保证全厂收尘设备的使用效率，延长使用寿命。

环保监测站应定期对厂内各种污染物的排放进行测定，建立环保档案，对厂内的排污情况进行总结，为环保设施更新提供可靠依据。

本工程采用综合性的环保措施，使生产线环保设施配套先进齐全，有较高的环保效益和经济效益，各种污染物的排放得到了控制，均能达到国家标准。

第九章劳动安全、卫生、消防

9.1概述

根据国务院“关于加强安全生产和劳动安全检察工作的报告的通知”精神，在实施共以改善劳动条件，保证职工安全生产，预防职业病的目的，采取必要的劳动保护措施。

公司对劳动安全及工业卫生有危害的主要因素：各种设备在运转过程中对职工发生的机伤、电伤，物料在运输过程中产生粉尘，石材锯解机、异型机、磨光机、切边机等设备在运转过程中产生的噪音等。这些都将对环境造成污染，对工人和附近居民造成潜在危害。因此，必须采取有效的卫生和安全防护措施，确保工人的劳动安全，减少污染。

9.2设计依据及国家标准

劳动部劳字(1988)48号《关于生产性建设工程项目职业安全卫生监察的暂行规定》。

(1)《工业企业设计卫生标准》TJ36-79。 (2)《工业企业噪声控制设计规范》GB87-85。 (3)《建筑设计防火规范》GBJl6-87。 (4)《建筑设计防雷规范》GBJ57-87。

(5)《爆炸和火灾危险场所电力设置设计规范》GBJ58-83。 (6)《工业与民用电力装置的接地设计规范》GBJ65-83。

9.3主要危害概述 9.3.1粉尘

粉尘是花岗岩矿山开采生产中对职工产生危害的主要因素。在物料切割、输送等生产过程中，都有粉尘产生。工人在含尘较大的工况下工作，会对身体造成不同程度的损害，严重的将造成呼吸系统的疾病。

9.3.2噪声

生产过程中，破碎机设备运转和爆破过程中会产生噪声，均对工人的听力有不同程度的危害。

9.4劳动安全主要防范措施及预期效果 9.4.1总体布置措施

总体布置力求紧凑，工艺流程简捷，为满足工程顺利开展和安全作业需要，总体设计考虑了施工间距，根据防火规范要求，厂区内主要道路均考虑了消防车的回旋余地。为改善和美化环境，减少粉尘利噪声传播，厂区考虑了绿化措施。

各生产岗位及操作场所要有足够的照明，照明度符合照明设计标准(JT34-79)．各生产岗位的操作工人配以必要的劳动保护用品，确保工人的劳动安全与健康。

9.4.2粉尘的防治

粉尘是花岗岩矿山开采生产中对职工产生危害的主要因素；设计中对粉尘的防范贯彻以防为主的方针，从工艺流程设计中尽量减少扬

尘环节，选择扬尘少的设备。对粉状物料输送采用管道、空气输送斜槽、螺旋输送机等密闭设备。输送设备的竖向布置，尽量降低物料落差，加强密闭，以减少粉尘外逸，各扬尘点都设有相应的除尘设备。

9.4.3噪声控制

为减少噪声对岗位工人的危害，设置隔声巡检值班室，使室内噪声不超过75dB(A)，对经常接触高噪声的工人，在不影响安全工作的前提下，也可使用隔声劳保用品(如耳塞等)。

9.4.4防电伤、机伤、雷伤

为确保接触电器设备操作人员的安全，设计中对防电伤采取了各种措施。配电站、电力室和生产区内带电裸体的绝缘距离、接地安全距离、安全防护网及地下均压网等均严格按照《高压电器装置设计规范(GB100-83)》进行设计。高压配电系统采用保护接地，低压配电系统采用工作接地，厂区设接地网，保证低压电源零线重复接地。

凡在控制室集中控制的电动机，均装有正常信号和事故报警装置的声光信号。为避免试车、检修时误操作通电，在机旁设有紧急停车和可以解除遥控的带钥匙的按钮盒。较长距离的胶带输送机，沿程设拉绳停车开关，作紧急停车用。

全厂所有机器的传动件，如链轮、齿轮、三角皮带等均设有保护罩。本工程按《建筑电气设计技术规程》(JGJ16-831)的规定设置防雷装置。

9.4.5防暑降温、防寒保温

对有高温的地方采取自然通风，对产生余热的房间和电气室、化验室的高温炉等设机械通风。

厂内的办公室、车间办公室、车间控制室、总化验室采取集中供热。

9.4.6防摔伤

高度在1.5米以上的平台及所有需人工检修、清扫的屋面均设有1.2米高的栏杆，车间内地坑、吊物孔加设盖板或栏杆防护。

车间内钢梯—般为0.8米宽45度斜度。特殊情况下设0.6米宽59或73度的钢梯，楼梯高度—般不超过3.5米，特殊情况下不超过5米，楼梯平台宽度均不少于楼梯宽度。

9.4.7给水卫生及污水处理

本项目生产生活用水均为自来水，水质符合卫生标准，排放的污水不含有害物质，可经排水沟直接排放。

9.5消防 9.5.1执行标准

《建筑设计防火规范》(GBJ16-87)(2001年修订）《建筑防雷设计规范》(GBJ57-83) 《建筑灭火器配置设计规范》(GBJ140-90) 《火灾自动报警系统设计规范》(GB50116-88) 《建筑内部装修设计防火规范》(GB50222-95) 《建筑给排水设计规范》（GBJ50015—2003）

9.5.2厂区总平面布置

厂区消防总平面布置除满足生产工艺需求外，各建筑物、燃料堆场，材料库区在布置时，其消防通道，防火间距应符合消防布局的要求。消防设施尽可能靠近主要消防区域以便消防设施的正常使用和维护，如消防供水泵房，水池布置考虑到进出水管保持通畅，值班运行人员管理便利，同时兼顾消防车辆的取水条件，在各主要道路口布置有地下式消火栓设备或水泵接合器等设施，厂区消防供水干管消火栓等均沿道路一侧布置，便于使用和维护。

生产区内道路布置可保证消防车辆的正常运行和操作，主要消防区域设环形车道，路面宽6m，需要消防区域布置可通行车道，保证车辆正常靠近，路面宽3.5m。

生产区主干道路与进厂公路道路连接。 9.5.3建(构)筑物

结合生产工艺要求和建筑防火规定，确定生产区内部分建(筑)物的火灾危险性为戍类，厂区内配电室等建筑设施的火灾危险性为丙类。

建筑耐火等级为一级设置。 9.6消防措施

本生产线按火灾危险性分类，所用原材料皆为非燃烧物，但本项目仍充分考虑到消防安全的重要性，建(构)筑物考虑合适的耐火等级（主公司房不低于耐火等级三级以上建筑）、防火间距。

厂区道路布置形成网络，消防车辆能靠近各建(构)筑物。按有关法规设计室内、外消防栓和消防管网。

室外设有S100地上式灭火栓四个，消防流量15L/s，室内根据长度和跨度不同设置SM50室内墙式灭火栓箱，每处消火栓箱下端设置4kg磷酸氨盐灭火器工具。

厂内高的建筑物设避雷针。在车间各工序、配电间、库房等处根据规定配置各种消防器材、工具。在管理体制和人员配备上，建立全公司、车间消防安全员和义务消防队，负责消防安全，监督实施消防条例。有关设计及安全设施消防管理部门审批。在工厂生产区内禁止吸烟，加强消防教育，确保生产正常进行。

建筑结构防火设计均按有关消防规程执行。

第十章节约与合理利用能源

能源是整个国民经济发展重要的物质基础，节约及合理利用能源是当前经济发展过程中一个十分重要的课题。随着我国工业化程度的不断提高，能源的消耗量也将不断增长。节约能源、合理利用能源不仅关系到企业的经济效益，也关系到我国可持续发展的战略实施。

10.1概述

目前我国能源比较紧张，节约能源势在必行，非常必要。本项目异型加工以石材边角料为主要原料各种异型石材产品，生产规模依1万m3/年计算，则每年可节约耕地125亩，每年吃掉石材边角料7.7万吨，减少减少CO2排放量1.82万吨，SO2排放量135吨。

该生产线采用液压锯锯解，生产中不需燃料。本项目的建设不但可以节约大量工业堆场建设费、水电费，而且减轻环境污染，具有良好的经济效益、社会效益和环境效益。

本项目产品还具有环保、节能之功能，属建筑节能产品。 10.2设计原则

10.2.1选用低能耗的生产工艺和节能技术，成熟可靠的工艺和电器设备。

10.2.2优化工艺流程，使工艺布置紧凑，降低能耗。 10.2.3采取有效的措施，节能、节电，降低能耗。

10.2.4采取有效的措施，提高成品率，降低原材料的消耗。 10.2.5优化产品结构设计，提高产品的节能效果。 10.3采取主要节能措施

本项目根据国家有关能源产业政策，结合本项目的实际情况，采取有效的节能措施，以期达到较好的节能降耗效果。

本项目产品的能耗主要是生产过程中的电耗，本设计从以下几个方面采取措施，达到降低能耗之目的。

10.3.1采用先进、成熟可靠的生产、工艺设备，合理布置工艺流程，以降低热耗、电耗。

10.3.2优化工艺流程，使工艺布置紧凑合理。尽量减少不必要的往返输送，工艺流程顺畅，减少物料运输距离，降低能耗。

10.3.3采用节能机电设备：节能变压器、电机和电器设备及灯具等。

10.3.4采用计量精确、可靠、调节方便的能源计量设备，监督能源合理利用。

10.3.5提高功率因数，降低无功损耗。 10.3.5.1大型电机设置就地补偿电容器；

10.3.5.2小型电机在变电室低压侧设置电容补偿柜； 10.3.5.3合理设计产品，提高建筑节能效果。

第十一章组织生产及劳动定员

11.1公司管理机构

实行董事长领导下的总经理负责制,公司总经理、副总经理负责公司的全面工作，组织实施生产。

11.2生产组织

按原国家建材向有关文件精神，结合当代企业的管理模式、生产实践经验，结合本生产线的机械自动化水平，生产特点，编制本定员。

11.3劳动定员

该项目计划职工总数163人。其中：矿长1人，厂长1人，副矿长3人，副厂长3人，其他管理人员18人，技术工人28人，生产工人89人，其他人员20人。

11.4人员的来源和培训

根据生产的需要组织实施员工培训及技术学习，要求职工具有较高的责任心和职业技能。通过培训与学习提高员工整体素质及技能，从而提高产品的质量与档次，增加市场占有率。

主要管理人员应具有中专和大专以上学历，所任职务应与其专业一致，一般管理人员亦应具有高中以上学历，并经专业培训。主要生产工段工人，应具有高中或相当于高中文化程度

生产工人和化验人员应到相应企业相同岗位进行培训实习，参加培训的人员至少应占人员的60～70％，经考核后方允许上岗工作。建

议企业在项目批准后尽早进行此项工作。

第十二章项目实施规划

该项目建设工期为6个月。各阶段工作安排如下： 8月份，编制项目可行性研究报告； 9月底，完成环评前置批复； 9月底，完成项目立项批复；

10月15日前，完成备料和矿山开工前的其他工作； 10月15日至30日，矿山正式试开工； 11月到12月中旬，厂区土建工程开始； 12月下旬—12月上旬，设备安装、调试； 2012年1月中旬，厂区投入试生产。

The operation, which lasted for over four hours, proved to be very difficult because of the hard resin which covered the skin. The doctors removed a section of the mummy and sent it to a laboratory. They also found something which the X-ray of the god Duamutef. This god which has the head of a cow was normally placed inside a mummy. The doctors have not yet decided how the woman died. They feared that the mummy would fall to pieces when they cut it open, but fortunately this has not happened. The mummy successfully survived the operation. Lesson78 The last one? 最后一枝吗？fter reading an article entitled 'Cigarette Smoking and Your Health' I lit a cigarette to calm my nerves. I smoked with concentration and pleasure as I was sure that this would be my last cigarette. For a whole week I did not smoke at all and during this time, my wife suffered terribly. I had all the usual symptoms of someone giving up smoking: a bad temper and an enormous appetite. My friends kept on offering me cigarettes and cigars. They made no effort to hide their amusement whenever I produced a packet of sweets from my pocket. After seven days of this I went to a party. Everybody around me was smoking and I felt extremely uncomfortable. When my old friend Brian urged me to accept a cigarette, it was more than I could bear. I took one guiltily, lit it and smoked with satisfaction. My wife was delighted that things had returned to normal once more. Anyway, as Brian pointed out, it is the easiest thing in the world to give up smoking. He himself has doneit lots of times! Lesson79 By air 乘飞机 used to travel by air a great deal when I was a boy. My parents, used to live in South America and I used to fly there from Europe in the holidays. An airhostess would take charge of me and I never had an unpleasant experience. I am used to travelling by air and only on one occasion have I ever felt frightened. After taking off, we were flying low over the city and slowly gaining height, when the plane suddenly turned round and flew back to the airport. While we were waiting to land, an air-hostess told us to keep calm and to get off the plane quietly as soon as it had touched down. Everybody on board was worried and we were curious to find out what had happened. Later we learnt that there was a very important person on board. The police hadbeen told that a bomb had been planted on the plane. After we had landed, the plane was searched thoroughly. Fortunately, nothing was found and five hours later we were able to take off again. Lesson80 The Crystal Palace 水晶宫Perhaps the most extraordinary building of the nineteenth century was the Crystal Palace, which was built in Hyde Park for the Great Exhibition of 1851. The Crystal Palace was different from all other buildings in the world, for it was made of iron and glass. It was one of the biggest buildings of all time and a lot of people from many countries came to see it. A great many goods were sent to the exhibition from various parts of the world. There was also a great deal of machinery on display. The most wonderful piece of machinery on show was Nasmyth's steam hammer.Though in those days, travelling was not as easy as it is today, steam boats carried thousands of visitors across the Channel from Europe. On arriving in England, they were taken to the Crystal Palace by train. There were six million visitors in all, and the profits from the exhibition were used to build museums and colleges. Later, the Crystal Palace was moved to South London. It remained one of the most famous buildings in the world until it was burnt down in 1936.Lesson81 Escape 脱逃When he had killed the guard, the prisoner of war quickly dragged him into the bushes. Working rapidly in the darkness, he soon changed into the dead man's clothes. Now, dressed in a blue uniform and with a rifle over his shoulder, the prisoner marched boldly up and down in front of the camp. He couldhear shouting in the camp itself. When he asked if Mr Lane lived there, the policeman on duty told him that since his defeat, the ex-Prime Minister had gone abroad. On the following day, Crawley went to the house again. The same policeman was just walking slowly past the entrance, when Crawley asked the same question. Though a little suspicious this time, thepoliceman gave him the same answer. The day after, Crawley went to the house once more and asked exactly the same question. This time, the policeman lost his temper.' I told you yesterday and the day before yesterday,' he shouted, 'Mr Lane was defeated in the elections. He has retired from political life and gone to live abroad !' ' I know,' answered Crawley,' but I love to hear you say it !' Lesson84 On strike罢工usmen have decided to go on strike next week. The strike is due to begin on Tuesday. No one knows how long it will last. The busmen have stated that the strike will continue until general agreement is reached about pay and working conditions. Most people believe that the strike will last for at least a week. Many owners of private cars are going to offer 'free rides' to people on their way to work. This will relieve pressure on the trains to some extent. Meanwhile, a number of university students have volunteered to drive buses while the strike lasts. All the young men are expert drivers, but before they drive any of the buses, they will have to pass a special test. The students are going to take the test in two days' time. Even so, people are going to find it difficult to get to work. But so far, the public has expressed its gratitude to the students in letters to the Press. Only one or two people have objected that the students will drive too fast! Lesson85 Never too old to learn 活到老学到老 have just received a letter from my old school informing me that my former head- master, Mr Regmald Page, will be retiring next week. Pupils of the school, old and new, will be sending him a present to mark the occasion. All those who have contributed towards the gift will sign their names in a large album which will be sent to the headmaster's home. We shall all remember Mr Page for his patience and understanding and for the kindly encouragement he gave us when we went so unwillingly to school. A great many former pupils will be attending a farewell dinner in his honour next Thursday. It is a curious coincidence that the day before his retirement, Mr Page will have been teaching for a total of forty years. After he has retired, he will devote himself to gardening. For him, this will be an entirely new hobby. But this does not matter, for, as he has often remarked, one is never too old to learn. Lesson86 Out of control 失控As the man tried to swing the speed-boat round, the steering-wheel came away in his hands. He waved desperately to his companion, who had been water-skiing for the last fifteen minutes. Both men had hardly had time to realize what was happening when they were thrown violent1y into the sea. The speed-boat had struck a buoy, but it continued to move very quickly across the water. Both men had just begun to swim towards the shore. when they noticed with dismay that the speed-boat was moving in a circle. It now came straight towards them at tremendous speed. In less than a minute, it roared past them only a few feet away. After it had passed, they swam on as quickly as they could because they knew that the boat would soon return. 总成本费用由生产成本、管理费用、财务费用、销售费用组成。生产成本由原材料、燃料动力、直接工资及制造费用组成。制造费用参考企业近年来费用支出情况及考虑达产期后的规模进行测算。

管理费用是指企业的行政管理部门为管理和组织经营活动所发生和各项费用,参考企业近年来管理费用水平，考虑达产期后的规模以及管理水平的提高进行估算。

销售费用按销售收入的一定比例同时考虑企业目前具体情况测算。

财务费用是指企业为筹集资金而发生的各项费用，本项目主要是流动资金贷款利息。本项目依据近期中国银行公布的贷款利率进行测算。

流动资金贷款利息，按年利率 8.00％计算。利息计入当年财务费用，本金到期一次偿还。

①原材料、动力及项目产品价格均以现行市场价格为基础，并预测到生产初期。

No one knows how long it will last. The busmen have stated that the strike will continue until general agreement is reached about pay and working conditions. Most people believe that the strike will last for at least a week. Many owners of private cars are going to offer 'free rides' to people on their way to work. This will relieve pressure on the trains to some extent. Meanwhile, a number of university students have volunteered to drive buses while the strike lasts. All the young men are expert drivers, but before they drive any of the buses, they will have to pass a special test. The students are going to take the test in two days' time. Even so, people are going to find it difficult to get to work. But so far, the public has expressed its gratitude to the students in letters to the Press. Only one or two people have objected that the students will drive too fast! Lesson85 Never too old to learn 活到老学到老 have just received a letter from my old school informing me that my former head- master, Mr Regmald Page, will be retiring next week. Meanwhile, a microphone, which was lowered into the mine two hours ago, has enabled the men to keep in touch with the closest relatives. Though they are running out of food and drink, the men are cheerful and confident that they will get out soon. They have been told that rescue operations are progressing smoothly. If they knew how difficult it was to drill through the hard rock, they would lose heart. Lesson89 A slip of the tongue口误eople will do anything to see a free show--even if it is a bad one. When the news got round that a variety show would be presented at our local cinema by the P. and U. Bird Seed Company, we all rushed to see it. We had to queue for hours to get in and there must have been several hundred people present just be- fore the show began. Unfortunately, the show was one of the dullest we have ever seen. Those who failed to get in need not have felt disappointed as many of the artistes who should have appeared did not have just finished cutting three cart-loads of golden brownmacaroni stalks. The whole village has been working day and night gathering and threshing this year's crop before the September rains. On the right, you can see Mrs Brabante herself. She has been helping her husband for thirty years now. Mrs Brabante is talking to the manager of the local factory where the crop is processed. The operation, which lasted for over four hours, proved to be very difficult because of the hard resin which covered the skin. The doctors removed a section of the mummy and sent it to a laboratory. They also found something which the X-ray of the god Duamutef. This god which has the head of a cow was normally placed inside a mummy. The doctors have not yet decided how the woman died. They feared that the mummy would fall to pieces when they cut it open, but fortunately this has not happened. The mummy successfully survived the operation. Lesson78 The last one? 最后一枝吗？After reading an article entitled 'Cigarette Smoking and Your Health' I lit a cigarette to calm my nerves. I smoked with concentration and pleasure as I was sure that this would be my last cigarette. For a whole week I did not smoke at all and during this time, my wife suffered terribly. I had all the usual symptoms of someone giving up smoking: a bad temper and an enormous appetite. My friends kept on offering me cigarettes and cigars. They made no effort to hide their amusement whenever I produced a packet of sweets from my pocket. After seven days of this I went to a party. Everybody around me was smoking and I felt extremely uncomfortable. When my old friend Brian urged me to accept a cigarette, it was more than I could bear. I took one guiltily, lit it and smoked with satisfaction. My wife was delighted thatthings had returned to normal once more. My parents, used to live in South America and I used to fly there from Europe in the holidays. An airhostess would take charge of me and I never had an unpleasant experience. I am used to travelling by air and only on one occasion have I ever felt frightened. After taking off, we were flying low over the city and slowly gaining height, when the plane suddenly turned round and flew back to the airport. While we were waiting to land, an air-hostess told us to keep calm and to get off the plane quietly as soon as it had touched down. Everybody on board was worried and we were curious to find out what had happened. Later we learnt that there was a very important person on board. The police had been told that a bomb had been planted on the plane. After we had landed, the plane was searched thoroughly. Fortunately, nothing was found and five hours later we were able to take off again. Lesson80 The Crystal Palace 水晶宫erhaps the most extraordinary building of the nineteenth century was the Crystal Palace, which was built in Hyde Park for the Great Exhibition of 1851. The Crystal Palace was different from all other buildings in the world, for it was made of iron and glass. It was one of the biggest buildings of all time and a lot of people from many countries came to see it. A great many goods were sent to the exhibition from various parts of the world. There was also a great deal of machinery on display. The most wonderful piece of machinery on show was Nasmyth's steam hammer. Though in those days, travelling was not as easy as it is today, steam boats carried thousands of visitors across the Channel from Europe. On arriving in England, they were taken to the Crystal Palace by train. There were six million visitors in all, and the profits from the exhibition were used to build museums and colleges. 本项目是采用现代化矿产开发技术进行矿产开采加工项目，符合国家和行业长远规划和产业结构调整方向，符合国家有关农业、开采组综合开发利用政策，顺应了变资源优势为经济优势的富民强旗的战略规划和部署，使地方经济的振兴与资源、环境和谐发展。

综上所述，本项目的实施推动了我国矿业及相关行业的发展，解决部分剩余劳动力的就业问题，促进社会的稳定，变资源优势为经济

优势，是一个符合国家可持续发展战略、利国利民的好项目。

该项目在实施过程中，要与当地政府有关部门和农户积极做好协调工作，统筹规划，科学合理布局，突出重点，循序渐进稳步推进实施项目建设。

本项目选项正确，项目建设对该区域调整经济结构和农村经济结构，大力发展开采资源开发产业，培育壮大主导产业，增强企业的幅射带动能力，改善区域经济环境，增加牧民和农民收入、促进当地农民脱贫致富均具有重要意义。经考察分析、研究和论证，该项目产品国内外市场走势看好，项目立项方向正确，产品对路，选址环境较好，符合国家产业政策和投资方向。

通过对项目的产品方案、市场分析、建设规模及条件、工程技术方案、投资及财务情况等方面进行研究、得出以下结论：项目实施符合国家产业政策，项目建设基础条件好，建设条件具备，建设规模合理，技术成熟、产品市场前景广阔，项目建成后经济效益好，社会效益显著。

该项目建成后不仅可充分利用开发泰安市及东平县石材资源，使企业获利，还可增加当地财政收入，有效扩大农民就业，带动当地农民增加收入，是一项利国利民的好项目。该项目建成后可实现销售收入17050万元以上，预计年可实现利税4387万元，其中实现税收840

万元左右，利润可达3547万元以上，年折旧额为298.88万元，净利润3248.12万元。预计净利润2.3年即可收回全部投资。

综上所述，从技术、市场、经济等方面分析，该项目建设是必要的，方案是可行的。
