1. SCOPE 范围

This procedure applied with all electrical equipment and Temporary Power Supply Cabinet/lower voltage cables which will be installed and connected to the substation (10kv/400v) low voltage output on the construction site。

本程序适用于施工现场所有用电设备以及安装和连接到箱变(10kv/400v)低压出线的临时配电盘/低压线。

The procedure shall be followed by all construction contractors using temporary electrical power within the site.

现场内所有使用临时用电设施的施工承包商都必须遵守此程序。

2. BASIC MANAGEMENT PRINCIPLES 基本管理原则

2.1 Contractors will comply with all relevant rules as issued by local authorities, such as “Site Safety

Technical Specifications for Temporary Power Supply” JGJ46.88. 承包商应遵守当地部门颁发的所有相关规定。例如：《施工现场临时用电安全技术规范》 JGJ46.88。

2.2 Before any temporary electrical supply equipment can be established on the site, it must be

inspected and approved by a representative of the site HSE Representative who will attach the appropriate identification tag approval. See attachment B – certification of electrical equipment 在现场建立任何临时用电设备前，必须经过现场HSE代表的检查和批准，并贴上适当的正式批准的标牌。见附件B - 电气设备检查合格证。

2.3 Any contractor wanting to install a temporary power supply facilities must apply thorough the Site

HSE Representative using the “Temporary Power Erection Application form”.

安装临时用电设施的任何一个承包应通过现场HSE代表申请“临时用电安装申请表”。

2.4 All electricians working on or with a temporary power source must posses the special trade

certification as issued by the government. The certification document must be reviewed and approved by the Site HSE Representative before beginning any job on the site. A copy of the certificate will be retained by the Site HSE Representative.

所有使用或在临时电源上作业的电工应持有颁发的特殊工种作业证书。在现场开始工作前，该证书必须经过现场HSE代表检查并批准。现场HSE 代表将保存证书的复印件。

3. TEMPORARY POWER 临时用电

All of the electrical equipment and cables that connects to temporary electrical power supply on the construction site

施工现场上所有接到临时用电设施上的电气设备和电缆.

3.1 Temporary Power Erection Application

临时用电安装申请

3.1.1 Contractors shall have the written application approved by the high-voltage management company

and the designated contractor which responsible for the relevant 10KV/0.4KV substations. 承包商必须有经高压管理公司和负责相关10KV/0.4KV箱变的指定承包商批准的书面申请。

3.1.2 The installation of a Temporary Power Supply must be approved by the contractors HSE Manager.

临时用电设备安装必须得到承包商健康、安全和环境经理的批准。

3.1.3 Contractors shall filled out the Temporary Power Erection Application form and submitted to the

HSE electrical engineer for review and approval. Before approving any request for a Temporary Power Supply erection, the HSE electrical engineer is responsible to ensure that the cable is

placed in as safe as possible location and that the cable will be safeguarded during use from potential hazards such as people, vehicle and equipment traffic and water. The HSE electrical engineer will determine if the cable must be buried, shielded or otherwise protected based on an assessment of the potential hazards involved at the location.

承包商必须填写临时用电设施安装申请表并提交给HSE电气工程师审核和批准。在批准任何临时用电设施安装申请前，HSE电气工程师要负责确保电缆敷设在一个最安全的位置，并确保电缆在使用期间不受到来自于人员、车辆、交通设备和水的潜在危险。HSE电气工程师将根据对所在位置潜在危险的评估决定电缆是否需要采取掩埋、隔离或其它的保护措施。

3.1.4 The HSE electrical engineer will then take the request to the construction HSE manager who will

endorse the request for erection of Temporary Power Supply if the necessary safety precautions have been met.

如果满足了必要的安全措施，HSE电气工程师将向施工HSE经理提出签署临时用电设施安装申请。

3.1.5 The contractor electrician can install and operate the temporary power supply equipment only after

obtaining the approved Temporary Power Supply Erection Request.

只有在得到经批准的临时用电设施安装申请后，承包商电工才能安装和操作临时供电设备。

3.1.6 The contractor must inform the HSE electrical engineer to inspect all involved electrical equipment,

temporary power supply cabinet etc. prior to installation and if satisfy he will issued and posted the certification on the equipment.

安装前，承包商必须通知HSE电气工程师检查所有涉及的电气设备和临时配电盘/柜等，如果对设备状况感到满意， 他将签发并张贴电气设备检查合格证。

3.1.7 On completion of the work, the HSE electrical engineer shall be notified to check that if PMT’s

requirement and national standard have been met. If satisfy he will sign off in the section of installation completion and temporary power supply cabinet can be used on site.

安装完成后应通知HSE电气工程师检查是否满足项目组的要求和国家标准，如果满意他将在安装完成这一栏中签名认可并允许在现场使用这些临时配电盘/柜。

3.1.8 The original copy of application form will be kept by the contractor during erection and return to

HSE electrical engineer after completion of work, the copies will be sent to the HSE electrical engineer , project construction manager and QHSE department.

安装期间，承包商保存申请表的原件并在作业完成后将其返还给HSE电气工程师，复印件分别送到HSE电气工程师，项目施工经理和安全质保部。

3.2. Contractor Responsibility

承包商职责

3.2.1 The time limit for any temporary power supply erection request from any branch substation to an

electrical cabinet will be one (1) month.

从任何一个箱变到一个电气柜的每个临时用电设施安装申请的期限为一个月。

3.2.2 If any problems or defects are found during the period of use of any temporary power supply,

related parties shall take immediate action to correct and rectify the situation. If the problems or defects represent a significant risk to human safety, the temporary power supply shall be immediately isolated and de-energized and will remain out of service until such time as the causes of the problems or defects discovered and the necessary repairs have been made

在使用临时用电设施过程中如果发现任何问题和缺陷，有关各方应立即采取措施加以修复。如果发现的问题和缺陷对人员安全有重大危险的，那么应立即切断临时电源并停止使用，直到问题或缺陷的原因被发现并得到必要的修复。

3.2.3 When work is suspended or the construction staffs are preparing to leave the site, for example, at

the end of the working day, the contractor shall ensure that the temporary power supply has been isolated and made safe by turning off the switches or opening the breakers at the power source. 当工作暂停或施工人员准备离开现场，举个例子，如每天工作结束时，承包商要关闭配电盘/柜的开关 确保切断临时电源。

3.2.4 Before starting work again, the contractor shall carefully inspect all electrical devices, switches and

equipment and make sure everything is in order before turning on the power supply.

在重新开始工作之前，承包商应仔细检查所有的电气设施、开关和设备并在供电之前确保每个元器件处于正常状态。

All persons engaged in electrical work involving a temporary power supply or associated wiring shall

possess a valid Electricians Certificate issued by the local authority. In addition, it is forbidden for anyone to connect an electrical power source without obtaining permission and a permit from the responsible person of the department. Only properly certified and approved electricians are allowed to trouble shoot any electrical problem or difficulty.

所有从事电气工作的人员，包括临时供电或接线作业的人员应具备当地部门颁发的有效的电工操 作证书。另外，在未得到部门负责人的允许和许可前禁止任何人接通电源。只有具有适当证书和经 批准的电工才允许排除任何电气故障。

3.2.6 Each contractor shall appoint a competent person who will be responsible for the maintenance and

control of Temporary Power Supply equipment and associated facilities. Each Temporary Power Supply Cabinet has to be daily inspection by a competent person and record a line on the registration form which will be kept or posted in the every temporary power supply cabinet.

每一个承包商要指派一个合格的人员负责包内的临时用电设备和相关设备的维护和控制。每个临时配电盘/柜必须由一个指定的合格人员每天进行维护检查并记录在登记表中, 登记表应保存或张贴在每个临时配电盘/柜中。

3.2.7 All users of any Temporary Power Supply shall strictly abide by the Temporary Power Supply

regulations. The location of a Temporary Power or the scope of work for which it was originally approved must not be altered without first acquiring proper consent.

所有的临时电源使用者应严格遵守临时电源使用规定。没有最初批准者的同意，不得改变原来批准的临时电源的位置和工作范围。

3.3 Basic Requirements in Using Temporary Power

使用临时电源的基本要求

All Temporary Power Supply equipment, facilities and wiring shall be selected as per the voltage level of the supplied electrical power. All associated electrical components shall satisfy the requirements as indicated in associated National Specifications and Standards. Temporary Power Supply sources and associated wiring shall strictly follow electrical construction and installation specifications. Three phases and five-wire system shall be used for low voltage temporary power supply.

所有临时用电设备，工具和线路必须按供电电压正确选用，所有有关的电气元器件必须满足相关的国家规范和标准要求，临时用电电源和有关的线路必须严格遵守电气施工和安装规范。低压临时用电设施采用三相五线制。

3.3.1 Low voltage outgoing cable from temporary power supply substation and other temporary power

supply wiring shall be of soft rubber type with sound insulation. When it is necessary to be laid on or under ground, rubber sleeve cable shall be used. All underground cables shall be clearly marked with red and white concrete markers at the surface at intervals of 20m. When it is to be laid overhead, insulation cable shall be selected, bare lead is strictly forbidden. Cables shall not be laid directly on the ground but shall be supported by poles with sufficient spacing to ensure cable does not touch the ground.

临时电源箱变的低压出线及其它临时用电线路，应采用绝缘良好的橡皮软导线；如在地上或地下敷设时，应采用橡套软电缆。在地下敷设时，必须用涂有红色/白色相间的混凝土桩在地面上每隔20米清晰的标记所有地下电缆的走向。如架空敷设时，可选用绝缘导线，严禁采用裸线。电缆不能直接敷设在地上，除非使用有足够间隔的立杆支撑，保证电缆不直接接触地面。

3.3.2 Overhead temporary power cables shall not be installed lower than 2.5 meters, and shall not be

lower than 6 meters when crossing a road. Reliable protection measures and visible signage shall be provided. It is forbidden to use tree, scaffolding or metal tube as a support for installing a

temporary power cable.

架空的临时用电绝缘导线，其架空高度不应低于2.5米；架空线路穿越马路时，不得低于6米，并有可靠的保护措施和明显的警示标志；严禁将树、脚手架或金属管用作支架以架设临时电缆。

3.3.3 Temporary power cable will be laid on the ground or under ground. Cables crossing a road must be

guarded by installing a steel protection sleeve. Protection measures shall be taken in places where embedded cables could be subject to mechanical damage.

临时用电线路应在地上或地下敷设，穿过马路的电缆应安装金属保护套管。埋地电缆在可能受到机械

损伤的区域应采取保护措施。

3.3.4 All temporary power supply cables and wiring must have sound insulation, proper splices and be

reliably connected, and shall not be laid in places where they could sustain damage or create a hazardous condition. i.e. too close to steam pipeline.

所有临时用电电缆和配线要有可靠的绝缘，正确的接线，可靠的连接，并且不得敷设在可能遭到伤害或产生危险的地方，例如太靠近蒸气管线。

3.3.5 All Temporary Power Supply and Distribution panels and cabinets on site shall be properly

numbered and equipped with rain protection. The doors of all temporary power supply cabinets and panels shall be firmly closed and all income / outcome cable of temporary power supply cabinet shall be correctly and neatly laid out。

现场上所有临时用电设施、配电盘和配电柜应正确编号并配备防雨保护设施。所有临时用电配电柜和配电盘的门应紧紧关闭并且所有临时配电盘/柜的进线/出线应正确的和整洁的敷设。

3.3.6 All temporary power supply cabinet that have exposed cable terminations/conductors/bus bars etc

shall be fitted with a positive locking mechanism to prevent unauthorized access.

有裸露电缆端子/导体/母线的所有临时电源盘/柜必须被锁住以防止未经授权的人员使用。

3.3.7 The voltage of any portable lamp shall not exceed 36V. While working in extraordinary damp and

wet work environments or inside metal equipment such as process vessels, container or tanks, the voltage of the temporary portable lamp shall not exceed 12V.

任何一个手提灯的电压不应超出36V。当在特别潮湿的环境或在金属设备如工艺塔、容器、集装箱或罐内工作时，临时手提灯的电压不应超过12V。

3.3.8 All temporary power facilities shall have suitable leakage and grounding protection. All portable

tools and portable motorized devices shall also be protected from leakage and be operated in a mode of “One tool, one switch”. The rating of the electric current of the leakage protection / grounding device shall not greater than 30mA and the action time must be less than 0.1s. Bypassing fuses or using ordinary wire instead of fuse wire is strictly forbidden。

所有的临时用电设施应有合适的漏电保护器和接地保护。所有的便携式工具和便携式机动设备也应有漏电保护，并且操作时处于“一个工具对应一个开关”的状态。漏电保护器/接地装置的额定电流应不超过30毫安，且反应时间应小于0.1秒。严禁旁通保险丝或用普通电线代替保险丝。
