Part III Reading Comprehension (40 minutes)Directions: This part is to test your reading ability. There are 5 tasks for you to fulfill. You should read the reading materials carefully and do the tasks as you are instructed.
Task 1Directions: After reading the following passage, you will find 5 questions or unfinished statements, numbered 36 through 40. For each question or statement there are 4 choices marked A, B, C, and D. You should make the correct choice.
It would be difficult to have a society like ours without public goods such as defense, transportation, and other services. A public good is one that a person can use without reducing the use of it for another person. One of the best examples of a public good is national defense. One person can benefit from our national defense without reducing another person’s benefits. In fact, it is difficult to keep any person in our society from enjoying the benefits of national defense. The market system does not work well in producing public goods. This is because a person who refuses to pay for a public good can not be kept from using it. Suppose that the neighbors in a high crime area decide to hire a police force. Each neighbor, except Mrs. Smith, agrees to pay $100 a year for it. Mrs. Smith refuses to pay because she knows that if all the others pay the $100, the police will guard the area anyway. So Mrs. Smith can enjoy the services of the police force without paying $100. The market system
has no way to deal with this type of problem. For this reason, we can not ask each person to make a direct payment in the form of product price. Therefore, we collect money for public goods by using taxes.
36. According to the passage, public goods are______. A.services enjoyed by all people B.what we can buy and sell in public
C.products that we make for national defense D.taxes paid by the people involved
第二段第一句“A public good is one that a person can use without reducing the use lf it for another person.”对公益作了明确定义,由此可见它是为人所共有的,即选项A;由第三段第一句“The market system does not work well in producing public goods.”可知产生公益时,市场规律行不通,因为它既不是产品,也不可买卖,故排除B、C;由文章最后一句“Therefore,we collect money for public goods by using taxes.”
37. The writer gives the example of national defense in paragraph 2 in order to show that______.
A.there will be no safety if there is no national defense B.all the people should be responsible for national defense C.a public good is a shared benefit for the whole society D.some public goods are more important than others
38. The person who does not pay for a public good______. A.keeps himself from using its benefit B.cannot enjoy its benefit at any time C.fails to keep its benefit from being used D.enjoys its benefit all the same
39. In the third paragraph the author explains______.
A.what role the market system plays in producing public goods B.how weak the market system is in producing public goods C.why some people refuse to pay for public goods D.what we can do to make use of the market system
正确答案:B 解析:本题为细节题,信息点定位在第二段第一句…“The market system does not work well in producing public goods.”(产生公益时,利用市场规律是行不通的)。
40. From the passage we learn that the purpose of collecting taxes is to______. A.ensure the continuous supply of public goods
B.reduce the difference between the rich and the poor C.get extra money to support public goods D.remind people of their duty
Task 2Directions: This task is the same as Task 1. The 5 questions or unfinished statements are numbered 41 through 45.
Accidents are caused; they don’t just happen. The reason may be easy to sec: an overloaded tray, a shell’ out of reach, a patch of ice on the road. But more often than that there is a chain of events leading up to the misfortune—frustration, tiredness or just bad temper—that show what the accident really is, a sort of attack on oneself. Road accidents, for example, happen frequently after a family quarrel and we all know people who are accident-prone, so often at odds with themselves and the world that they seem to cause accidents for themselves and others. By definition, an accident is something you cannot predict or avoid, and the idea which used to be current, that the majority of road accidents are caused by a minority of criminally careless drivers, is not supported by insurance statistics. These show that most accidents involve ordinary motorists in a moment of carelessness or thoughtlessness. It is not always clear, either, what sort of conditions make people more likely to have an accident. For instance, the law requires all factories to take safety precautions and most companies have safety committees to make sure the regulations are observed, but still, every day in Britain, some fifty thousand men and women are absent from work due to an accident. These accidents are largely the result of human error or misjudgment—noise and fatigue, boredom or worry are possible factors which contribute to this. Doctors who work in factories have found that those who drink too much, usually people who have a high anxiety level, run three times the normal risk of accidents at work.

Legal translation is one of the largest areas of our business. It stands to reason that any businessperson or individual must fully understand contracts they enter into, and we ensure that nothing is lost in the translation. And it is extremely important to have contracts translated by professionals: a current client of ours in the U.K. came to us after a terrible experience. They had signed a contract with a Mexican company having had it translated by a junior member of their staff who had studied Spanish at school. It transpired(为人所知) she missed out a paragraph, and mistranslated another. This later culminated(以...结果告终) in the company being liable for a payment of over $150,000. All this was a direct result of a clause totally unknown to its management team. Needless to say, this client now sends its legal translation work to us religiously! All of our legal translators are professional
linguists with extensive real-life experience of the legal world. Quite simply, anyone without such experience would not be qualified to understand a legal document in a foreign language and then convey its meaning in their own. Having said this, we are not lawyers. We can translate accurately and well, but we will not write a document that is legally binding. If this is what you require, we can help you find a lawyer in the country for which you are preparing the document. Our services are for information only when it comes to legal documents.
